Jason Beal specializes in government, education, and healthcare enterprise planning, budgeting and performance/strategy management.  His experience spans 25+ years focused on improving planning, budgeting, and financial management for healthcare, federal, state, and local government, K-12, and higher education organizations.  His enterprise software applications experience spans design, development management, solution consulting, and implementation for industry leading Enterprise Resource Planning (ERP), Enterprise Performance Management (EPM), and Business Intelligence (BI) solutions.

Mr. Beal has deep expertise in incremental, zero-based, program, responsibility-centered, service/activity-based budgeting, healthcare flexible budgeting, and budgeting for results approaches and processes as well as operating, workforce, capital, and grants budgeting.  His expertise also extends to the design and deployment of budgeting, strategy management, and business intelligence solutions, where he has served more than 100 government and education organizations in their deployments of budgeting and planning applications.

Mr. Beal led the design of Infor’s latest d/EPM planning and budgeting for education, government, utilites, and healthcare; the design and development of SAP Public Budget Formulation EPM solution; and contributed to design of CGI Performance Budgeting EPM solution.  He has been retained by Oracle, SAP, CGI, Kronos, Microsoft, Infor, Workday, IBM, Ciber, NTT Data (formerly Optimal Solutions) to provide strategic guidance on their vertical ERP, EPM, and BI offerings.

Mr. Beal’s experience includes significant capability in complex and highly regulated Information Technology (IT) procurements. He has supported and/or facilitated more than 200 large scale public sector technology and consulting procurement efforts in solicitor, evaluator, and proposer roles.

In an industry role, he designed leading government, education, and healthcare planning and budgeting software solutions and consulting practices at Infor, SAP, and CGI (formerly AMS).  He also advised Oracle on the design of the Hyperion Public Sector Planning and Budgeting  solutions (PSPB).  Mr. Beal has played a key role in 100+ ERP and Enterprise Performance Management (EPM) solution contract awards.

Mr. Beal’s public service includes serving as Assistant Administrator for Finance at the City of Indianapolis under Mayor Stephen Goldsmith and was apolicy and budget analyst at the University of Louisville.  Additionally, Mr. Beal served 11 years in healthcare administration in the US Army and Army Reserves.

Mr. Beal holds a Master of Public Affairs (#2 National Ranked) in Policy Analysis, Indiana University in Bloomington and a Bachelor of Science in Public Affairs, Indiana University in Bloomington where he was a member of Pi Alpha Alpha honorary fraternity for public affairs.
