Mr. Beal founded Beal Budgeting with the simple goal of helping government and education organizations optimize their allocation of scarce resources. Beal Budgeting was a natural evolution from Jason Beal’s previous experience including consulting over 80 large government and education organizations at all levels of government on how to improve their budgeting with better budget formulation, reporting and budget book publishing solutions.
At Beal Budgeting, Mr. Beal has advised numerous governments and education organizations on selection and deployment of budgeting, performance, management, and business intelligence applications. Additionally, he has advised numerous leading software vendors and systems integrators on their public sector ERP and EPM (budgeting) software businesses. In addition to his role at Beal Solutions, Mr. Beal makes time to teach public sector information systems to graduate students in the Indiana University Kelley School of Business.
Mr. Beal most recently served as Infor Global Solutions’ Vice President for public sector and healthcare innovation and strategy. In this role he designed and led the go-to-market of Infor’s d/EPM applications (planning, budgeting, cost allocation, strategy management) for public sector and healthcare.
Mr. Beal also served as SAP’s first Vice President for Public Sector Budgeting Solutions. At SAP, Mr. Beal built the business case for, secured development funding, and was a lead designer of SAP’s Public Budget Formulation (PBF) software. For his contribution to PBF, Mr. Beal is often referred to as the, “Father of SAP PBF.” After leading the design of PBF, he took PBF to market securing 14 clients in first 9 months of availability including Amtrak, the State of South Carolina, the State of Louisiana, Fairfax County, City of San Diego, City of Toronto and the University of Cincinnati. He advised early PBF adopters such as City of San Diego, State of Louisiana, and Metropolitan Water Reclamation District in support of their PBF implementation efforts.
Prior to SAP, Mr. Beal was a Principal and Director of Consulting at CGI (formerly AMS) where he led the BRASS public sector budgeting system program. At CGI, he secured over 40 BRASS clients and led the first statewide BRASS implementation at Commonwealth of Kentucky, which was recently recognized as the national leader in budget transparency (by a U.S. PIRG Education Fund Study). He also helped implement BRASS at the State of Missouri, the City and County of Denver, the University of Utah and Franklin County, Ohio. Prior to leaving CGI, he contributed to the design of CGI’s web-based Performance Budgeting solution, which replaced BRASS, and then served as Project Manager and Functional Lead during blueprinting for the first K-12 Performance Budgeting implementation School District of Philadelphia.
Mr. Beal’s public sector experience includes serving at the City of Indianapolis under Stephen Goldsmith, who was named Governing Magazine National Public Official of the Year, as Assistant Administrator for Finance. Prior to Indianapolis, he served as a Policy and Budget Analyst at the University of Louisville and as Assistant to the Director of Public Works at the City of Ferguson, Missouri.
Mr. Beal holds a Master of Public Affairs (M.P.A.) in Policy Analysis and a B.S. in Public Affairs from Indiana University, Bloomington where he was inducted into Pi Alpha Alpha, the national honorary society for public administration students. He is a SAP-Certified Integrator for the SAP Public Sector ERP. He also served in the Army Reserves and as an advisor to former Congressman David McIntosh.
